Principal and Senior / Policy Advisors – Strategic Policy and Building Policy

2018 is going to be a huge year for the Building System Performance branch at MBIE.  Last year we transformed how we work to make sure we're ready for 2018 and beyond.  You'll have heard about KiwiBuild and not surprisingly we have a big role to play in it.  As well as delivering more affordable houses for New Zealanders, KiwiBuild is also an opportunity to shape the building regulatory system to meet New Zealand's current and future needs.  And that's where you come in…

 

We're looking for a Principal Policy Advisor and a Senior Policy Advisor to join us to set and drive the strategic direction for the building system.     

 

We're also looking for a Principal Policy Advisor and several Senior and Policy Advisors for our Building Policy team.

 

These roles will help shape the future of New Zealand's building and construction sector

 

System Strategy and Performance

These are true strategic policy roles.  Sitting in the System Strategy and Performance team you won't have to provide day to day policy advice, and instead will be given the time and opportunity to really think about the big and gnarly strategic issues facing the building system.  You'll work alongside our research and data experts, so will be able to provide advice that's underpinned by evidence and data.  And because we run an end-to-end policy model you'll also get the reward and professional fulfilment of seeing your hard work come to life and be implemented. 

 

As a Principal Policy Advisor you will influence the strategic agenda by asking and answering the big and longer term questions around the performance of the regulatory system and sector.  You'll use your intellectual leadership to help set and drive the building system strategy across the Building System Performance branch as well as the other parts of MBIE involved with the building system.  You'll work alongside managers to ensure that we can deliver on our strategy and can monitor and analyse how we're tracking and how the system is performing.

 

As a Senior Policy Advisor you will work closely with the Principal Advisor and support the strategy review and development cycle. You'll lead or contribute to specific projects to investigate longer term trends and implications for the regulatory system and you'll be across the risks and opportunities ahead of us.  You'll also play a key role in leading the development of material for the Building Advisory Panel, which provides MBIE with independent strategic advice on issues facing the construction sector.

  

Building Policy

The Building Policy team provides policy advice on building performance and identifies and solves problems in the building and construction sector.

 

As a Principal Policy Advisor you will lead complex policy and legislative projects aimed at improving the effectiveness of the building regulatory system and the building and construction sector. You will help shape the work programme for the team, and provide coaching and mentoring across a team of enthusiastic  Senior and Policy Advisors.

 

As a Senior Policy Advisor you will use your excellent analytical and critical thinking skills to provide clear, well-reasoned and practical policy advice  on a range of issues across the building regulatory system and the building and construction sector. You will lead significant policy projects, from first principles through to legislation.

 

As a Policy Advisor you will gather evidence, analyse policy issues, develop policy options and prepare policy advice for defined policy issues and contribute to larger, more complex projects.

Skills and Experience 

For both the Senior and Principal roles we are looking for big thinkers who can also deliver tangible results.  You'll need to love an intellectual challenge and won't be afraid of ambiguity.  We are keen to hear from you if you are:

  • An experienced policy professional who can think strategically and use evidence to inform your work.
  • Just as good at delivering work as you are at thinking about the big issues.
  • A superb communicator with influencing skills that will allow you to work collaboratively within MBIE and across government.
  • An understanding of legislative frameworks and processes.

 

In addition the Principal Advisor will need to demonstrate:

  • Sophisticated interpersonal and communication skills allowing you to influence critical stakeholders and drive change.
  • Experience designing and leading a strategy review and development cycle, process, timeline.
  • A passion for developing the capability and expertise of others through coaching, mentoring and the provision of up to date frameworks, concepts, knowledge and best practice.
