We are looking for two Senior Policy Advisors to support the delivery of the NZ Battery Project and the State Sector Decarbonisation Fund.

About the team
The newly created Energy, Projects and Programmes team is part of the Energy and Resource Markets Branch. The Energy and Resource Markets Branch provides policy and regulatory advice on energy markets, strategic advice, operational regulation, compliance services and external sector leadership to ensure that New Zealand's oil, gas, mineral and coal resources are effectively managed.
The Energy, Projects and Programmes team has responsibility for delivering a range of high-impact projects to support the low emissions transition of the energy sector. The NZ Battery Project and the State Sector Decarbonisation Fund are two of these exciting projects.
We are looking for two Senior Policy Advisors to support two separate projects. You may be interested in one or both – either way we would love to hear from you.
New Zealand Battery Project
The NZ Battery Project is investigating pumped hydro and other energy storage solutions to resolve the ‘dry year problem' in a highly renewable electricity system. In a ‘dry year' New Zealand's existing hydro-power catchments sometimes don't receive enough rainfall or snowmelt, and the level of the storage lakes run low.
The NZ Battery Project will provide comprehensive advice on the technical, environmental and commercial feasibility of pumped hydro and other potential energy storage projects to manage or mitigate this risk. Doing so will also support the transition to a 100 per cent renewable electricity system.
In this role you will use your experience to help shape and assess a range of dry-year risk options, helping to bridge the gap between engineering and policy. You'll work flexibly in a diverse team of engineers, project experts and policy professionals to develop high quality advice to Ministers.
State Sector Decarbonisation Fund
The State Sector Decarbonisation (SSD) Fund is a $200 million fund to reduce carbon emissions in the State sector. This fund is a key part of the wider Carbon Neutral Government Programme. While MBIE is responsible for the SSD Fund, its day-to-day delivered is administered by EECA.
In this role you will work to ensure that the SSD fund is focused on the right projects to accelerate decarbonisation across the public sector, helping to design future funding rounds and monitoring progress. You'll work closely with organisations across the State sector, particularly EECA and the Ministry for the Environment.
You'll also have the opportunity to support the delivery of Māori and Public Housing Renewable Energy Fund.

Our Senior Policy Advisors work on complex and high profile government policy projects. They apply their policy expertise to deliver results for New Zealand. They use their strong communication and influencing skills to engage and work collaboratively with various groups. They have great knowledge of legislative frameworks and processes, Te Tiriti o Waitangi principles, and a strong understanding of the wider political environment to better position New Zealand for the future.
Our Senior Policy Advisors work across different levels to share their own knowledge with others. With the wide variety of work across the different policy areas, there are numerous development opportunities to grow and build their careers within MBIE.
Are you who we are looking for?
We are looking for two motivated people with experience in problem solving complex problems and formulating high-quality policy advice for a range of stakeholders and projects.
Ideally you will have:
- Experience leading complex policy projects within central government
- Understanding of Te Tiriti o Waitangi principles and application of these in public policy and in partnership with Māori
- Wide ranging knowledge of policy development disciplines and processes
- Strong stakeholder relationship building, influencing and engagement skills to gain the cooperation and commitment of others
- Demonstrated capability in working with Ministers, senior public service officials, internal and external stakeholders
- Passion for leading and coaching others to develop their policy craft and take their careers to the next level
- The ability to work through ambiguity and deliver results
- Energy sector experience and/or experience in fund management experience.
