The KiwiBuild initiative is a key priority for the Government.  The programme provides the opportunity for a step-change in the housing and construction sector by increasing land and housing supply, investigating major greenfield and urban regeneration projects as well as exploring innovative ways to address market constraints. 

We are looking for a highly experienced Policy Manager to provide leadership and management of the Kiwibuild Policy team  within the Housing and Urban Branch of MBIE.


About the Branch

Our branch plays a lead role in providing advice to government and delivering programmes focussed on the housing systems and urban performance.  Our activities to achieve this include:


  • Understanding how our housing and construction markets and our urban systems are operating, and where the biggest challenges and opportunities lie
  • Planning for growth and change: addressing system-wide barriers to responsive housing supply and dynamic urban development
  • Delivering targeted interventions for the provision of housing, infrastructure and place-based development
  • Supporting diversity, choice, quality and safety in housing and tenure options


The role

The role is responsible for providing managerial and intellectual leadership to a KiwiBuild policy team. We strive to provide sound, timely and high quality housing policy analysis and advice on a wide range of housing and urban issues that may impact a variety of social, cultural and economic outcomes.  We also call on sound working relationships with many other parts of central and local government.

 The role will include:

  • Driving the policydirection of the team and associated work programme
  • Proactively managing a range of significant stakeholders including establishing working relationships with Ministers, Council and Iwi and sector leaders.
  • Contributing to cross-Branch and cross-Group strategy development
  • Actively examining the team's contribution to the wider Ministry and be able to clearly articulate the value added to policy development across MBIE.
  • Proven strategic leadership skills including demonstrated ability to engage and motivate teams.
