The Ministry of Business, Innovation & Employment (MBIE) ICT branch provides valued services to our business customers.  Under the leadership of a new CIO we have recently undergone an operating model and structure change in order to lift our service delivery, increase the value we get for IT spend, and ensure we are ready to navigate an ever-changing digital world.  As a result of these changes we have a number of new roles to fill.  

About the role

Reporting to the Manager, Commercial Performance, this position leads ICT procurement processes with the purpose of deriving commercial and economic performance from our contracts with suppliers.

Providing advice, support and leadership, the Principal Advisor ICT Procurement will use their specialist understanding of government procurement rules to ensure consistency and best practice across ICT procurement.


Principal Advisor ICT Procurement will:

  • Lead procurement processes, ensuring adherence to the procurement framework in place and government rule of sourcing
  • Be a trusted advisor and credible expert to the business
  • Assist the business in the identification of potential procurement options and associated benefits and risks from a procurement perspective
  • Provide advice throughout the entire process of procurement
  • Oversee the documentation of the outcome of the procurement process and provide to the business owner and sponsor.
  • Build effective relationships and partnerships with internal and external stakeholders in order to identify and share best practice information
  • Work collaboratively with various other government procurement teams



Skills and experience

  • In depth knowledge and 5+ years' experience in managing government procurement processes from either  a government agency  or vendor perspective
  • Fully conversant with government procurement policy and associated regulations and is able to apply knowledge and experience to the end-to-end process
  • Is able to develop, review and adjust procurement approaches that work within the government rule of sourcing
  • Proven ability to develop detailed proposal documentation and apply the government rules of sourcing accurately and robustly
  • Demonstrated experience in developing and maintaining an environment focussed on continuous improvement to enhance ICT performance
  • Proven ability to produce quality reporting to the business owner
  • Ability to quickly establish and build strong working relationships and develop trust, credibility, buy-in and collaboration with managers, staff, vendors and other stakeholders
  • Excellent communication skills – both verbal and written particularly business writing and reporting.



  • A relevant tertiary qualification or equivalent knowledge, skills, and experience
