About the role:

An opportunity has opened up for an experienced manager to join MBIE in the Service Design and Performance branch of the Immigration New Zealand (INZ) Group.  INZ's vision is that by 2020 they are a trusted partner, delivering outstanding immigration services and bringing the best people New Zealand needs to prosper. 

As the Insight and Design Manager you will be responsible for the delivery of functions and activities to ensure that the INZ end-to-end operating model is designed and optimised to achieve its objectives effectively and efficiently, ensuring the INZ services and system are adapted over time to meet changing customer needs and to deliver new service approaches, and improvements are implemented to support MBIE's strategic direction.

You will need to be able to develop relationships and work closely with managers across the INZ group, the wider Ministry, Government, the private sector and international partners, including providing sound advice to the Immigration Leadership team.

You lead a large team of experts requiring exceptional practice management, people management and leadership skills

You are responsible for managing our interests in the international Migration Five (M5) group, working across INZ, MBIE and government agencies from New Zealand, Australia, Canada, the United Kingdom and the United States. The function is responsible for providing strategic advice, supporting INZ M5 working groups and running the M5 Secretariat, an impartial administrative group that assists the M5 to effectively organise, monitor and progress the M5 work programme.

We are looking for a strong conceptual thinker and people leader who is able to make the connections across the organisation,, the external environment and understand implications for INZ.  While specialised immigration experience is not necessary, previous experience within regulatory, design or operational systems would be an advantage. 

To be successful in this role, you will have:

  • Proven experience and knowledge of design and monitoring of operating models, frameworks and systems in a complex business environment
  • Proven leadership and management experience in a large and complex organization
  • Ability to develop and maintain an effective customer insight, service design, data analytics and continuous improvement capability to enhance organisational performance
